After looking into this, it looks like tclsh was dumped since there is nothing in the base distribution that requires any parts of tcl7.5 except the library, and addgroup was supposed to go but wasn't deleted before 2.2.5 was checked out . From what I can tell of the state of the CVS tree at current, it looks like addgroup has been removed. I'll submit the bug report anyway just to confirm.
