Given that we can't import rsaref into FreeBSD and we can't depend on it as a port, that about rules out any options for installing from sysinstall. The remaining possibility is what we have now, namely manual installation of the package post-installation, which is documented in the handbook and referred to when they try and install a port which requires it.
