Ok, I added in alpha_platform_pci_{setup,teardown}_intr(), stuck them in machine/md_var.h, and then used them as the DEV_METHOD() for bus_{setup,teardown}_intr for the pci device in /sys/pci/pci.c. This worked for the most part.
