Minor update patch

2016-07-20 releases/3.12.6
        - better support for custom algorithm development [r2659]
        - extend build system to work without Fortran compiler [r2660,r2661]

...

Note: while the package builds fine without a fortran compiler, the tests will
fail so for now we keep the USES= fortran line intact
