Update to 24.07.12.20

Update LICENSE.
Remove USE_LDCONFIG.
Switch from REINPLACE_CMD to USES=shebangfix.
Add NO_ARCH=yes.
Use PORTDATA.
Use INSTALL_SCRIPT and remove CHMOD.
Install .desktop file and icons.
Switch symbolic link from absolute path to relative path.
Update pkg-descr.
