FreeBSD 13.5 Google Cloud images include a populated /usr/src, but it appears
that images from 14.x on do not include it.

These images are used by Cirrus-CI for 3rd party software CI (including kernel
modules) so we need a consistent/reliable way by which it can be easily added
to a GCP image.

An example test run which has a "build script" which is just `test -f
