for example: 

#   echo "FreeBSD-ports: { enabled: no }" >
/usr/local/etc/pkg/repos/FreeBSD.conf

This will overwrite an existing file. 

An existing file is used to enable the FreeBSD-base repository (and pkgbase is
the default with more than just -disc1 and -dvd1 FreeBSD Installer for
15.0-RELEASE).

Overwriting the file will cause the operator to not gain updates to base.

Encouragement to overwrite is widespread, not limited to the src tree. 

Attention to the src tree (this bug report) might be a priority: 

- before the next security advisory (SA) or 
- parallel to the next errata notice (EN).
