According to https://github.com/freebsd/freebsd-src/commit/d6719cfbe106665cad6c5cbaaead92c343523741 , users need to manually copy /COPYRIGHT to /etc/, since /etc/COPYRIGHT does not exist by default. However, after I copied it manually, the contents of COPYRIGHT did not appear either before or after login. I suspect interference from the motd service, but disabling motd still did not make the COPYRIGHT text appear. My system is a fresh installation of 15.0-RELEASE. No third-party software has been installed, and this applies to both the root user and the user I created, ykla. Additionally, there is no .hushlogin file in their home directories that would prevent display.
