devel/py-pip 26.0.1 patch

This is part of the effort to update textproc/py-sphinx to recent version (cf.
bug 284845).
Current version in ports does not build againt sphinx 9.0.4.
This version require sphinx version 7.0 or higher, so it need to be cooperated
with the bug 284845.
