Per https://chromium.googlesource.com/chromium/src/+/HEAD/docs/linux/zygote.md:

> it is the only reasonable way to keep a reference to a binary and
> a set of shared libraries that can be exec‘ed

Plus it's considerably easier to set up shared resources there than
trying to pass them from the main process.
