sysutils/slurm-wlm: update 25.11.5 → 26.05.1

Since SchedMD released version 26.05.1 of slurm, i prepared a patch to update
our sysutils/slurm-wlm port to the latest version.
Patch patch-config.h.in could be removed thanks to an upstream merge.
