Try using
{{{
CONFIGURE_ENV= CFLAGS="${CFLAGS}" LDFLAGS="${LDFLAGS}"
CFLAGS+= -I${LOCALBASE}/include
LDFLAGS+= -L${LOCALBASE}/lib
}}}
inside you port's Makefile if you really have the audio/gsm
installed and configure just unable to locate it.
