Hmm. In my context on the left there is a news.gmane.io between Blogs &
News Feeds and Local Folders. When expanded it shows nested selections
as well:

news.gmane.io
   Server Settings
   Copies & Folders
   Composition & Addressing
   Synchronization & Storage

Selecting the Server Settings row shows a dialog analogous to your image.

But selecting the news.gmane.io row itself instead has:

Account Settings - news.gmane.io

Account Name:
[ news.gmane.io ] (NOTE: an input field)

Default Identity

Your Name: [ ]
Email Address: [ ]
Reply-to Address: [ ]
Organization: [ ]

Signature text: [] Use HTML (e.g, <b>bold</b>) (NOTE: a check box)
[
] (NOTE: a bigger box for multiple lines)

[] Attach the signature from a file instead (test, HTML, or image):
   (NOTE: a check box)

[ ] (Choose...) (NOTE: a input field and a button)

[] Attach me vCard to messages (Edit Card...)
(NOTE: a check box and a button)

Outgoing Server (SMTP): [Use Default Server ] (Edit SMTP server...)
                                                (Manage Identities...)
(NOTE: a popup then 2 buttons)

The SMTP Server edit dialog has:

Settings
Description: [ ]
Server Name: [ ]
Port: [ 465 ] Default:465

Security and Authentication
Connection security: SSL/TLS (NOTE: a popup)
Authentication method: Normal password (NOTE: a popup)
User Name: [ ] (NOTE: an input field)

                              (Cancel) (OK) (NOTE: two buttons)

I did not edit anything in any of:

   Copies & Folders
   Composition & Addressing
   Synchronization & Storage

as I remember.
