A list of Public NTP Stratum 1 and 2 servers can be found at:
http://www.eecis.udel.edu/~mills/ntp/clock1.htm

You may also want to investigate whether your ISP runs an NTP server. A decent
self respecting one should. =P  I know paralynx in Vancouver does, at least.

I am in Seattle, and use bigben at the University of Washington as my primary 
as it is a Stratum 1 USNO GPS Server. That is about as accurate and 
authoritative as they get.

Location: University of Washington, Seattle, Washington
Synchronization: NTP V3 primary (TrueTime GPS-VME)
Access Policy: open access for stratum 2 servers and UW clients, others by
arrangement

There are quite a few Stratum 1 servers in Saskatchewan, and at least some
have open access policies. 

There is another Stratum 1 server you might try if you have Stratum 2 status;
it would be fun for shits and giggles.
