Subject:   /usr/local/bin not created at install

        Earlier this week I commented that somehow I had managed to hammer
/usr/local/bin. Well as it turns out it wasn't me but a failure of the 2.1.7
install to create said directory. Once manually created then all ports and
packages install fine.
        Any ideas on why it isn't created at install time?
