I use ezbounce, which isn't a transparent proxy but offers other compelling
features.  For instance, it allows you to detach from an IRC session and
re-attach later from a different client, transparent to the IRC server.
This can be useful for moving between office and home, for instance.  I 
liked it so much, we even put it in the residential gateway I used to work
on.  <Sigh>
