... and, apparently, in which directory which files will reside ;)  Seriously,
what is the appropriate forum for a request for header file reorganization?

Where is this behavior documented?  For instance, sysctl says several sysctl
codes are defined in certain header files, but nowhere in that man page or in
the header files is any such policy documented.
