What do you mean exactly? If mc and others can't operate with 8859-8 specs
well - it is their problem which should be reported to software
developers. It is not FreeBSD problem. FreeBSD intention is to follow
standards as much as possible. If some programs have a problems - lets
them to be conformant or to make its own separate standards set according
to usual standard regulations procedure. We accept 8859-8 full set only or
other character sets which are standartized properly. If people don't have
enough energy to standartize their modifications, they can't be
considered.

In case I understand you properly, you mean that newly attached character
set is fully 8859-8 charset conforming or not?

I don't think we need two variants in case second variant is not
standartized. If it is not standartized - it is "mea culpa" of people who
have not enough energy to standartize.
