I don't know about you guys "North of the Border", but the Telcos South of = the Border have to file their rates and be approved both at the state and = the federal level (two different deals) to get what they call tariffs. = They can sell you at these tariffs, but cannot discount their rates, = except as described in the tariffs (Usually for different length contracts.= ) All others also use the Telcos for the local loop portion of all high = speed connections.
