I don't know about you guys "North of the Border", but the Telcos South of the Border have to file their rates and be approved both at the state and the federal level (two different deals) to get what they call tariffs.  They can sell you at these tariffs, but cannot discount their rates, except as described in the tariffs (Usually for different length contracts.)  All others also use the Telcos for the local loop portion of all high speed connections.

Its not in the Telco's best interest to sell at great prices to ISP's. They
want it all!
