Should it be added to either the list charter or the handbook page on the
lists then ?

[ Perhaps just after the bit about no personal attacks in section 25.1.3,
(handbook317.html on www.freebsd.org) because people can get quite
vehement about it! =) ]

Agreed, It's a really important rule, seemingly an unspoken (even if
obvious) one though.
