The people who run ORBS/IMRSS are definitely not college students. They
are very much aware of what they are doing.

Note that it's the individual email administrator who needs to actively
choose to use ORBS/IMRSS. It's not forced upon you.

PS: No, I'm not a neutral observer. I help to run slave name servers for
RBL, DUL (nn.uninett.no), IMRSS and ORBS (snipp.uninett.no). I'm happy
to see that these databases are having an effect in actually getting
open relays and spam systems closed.
