Subject:   Why Japanese translation in sources and not others?

I was wondering how come the Japanese translation is part of the
source for the handbook and not the other translations? (german,
portuguese, etc...).

When I do CVSup for the handbook (or was it the FAQ?) I get the
japanese sgmls.
I don't really mind, but was wondering why is this part of the same
package as the English files? Why not have it separate?
