If you want do download something to bootstrap you need a machine with network service and the capability to write data to a bootable media. And we still have a large selection of possible media: CD, CDR, HDD, MO, ZIP, Ethernet, ... If you can't - then you have to buy a bootable media - usually a CD. I see no alternative to the problem and it's nothing new. Maybe David knows one - I failed to understand his last argument.
