I vote for (b) as well. As one person who sees to much crap in a base
install that a user has no control over. I prefer to have someone opt-in
to bloating then force it on someone. As far as technical merrit which is
better I leave that to the person(s) implementing the code. 

Ahhh I remember 2.1 days when my kernel's were ~700K :)
