Not a bug, but non thinking persons. I just don't want anyone to ever boot anything else than serial. Just make it absolutely impossible to avoid accidents. It's a "don't even think about graphics" configuration for servers. And believe me - in some situations that's a major optimization from the maintenance standpoint.
