IMHO what you're seeing is not this, but instead, frustration from
the developers in feeling that the advocacy discussions less often
bear concrete results than code contributions.

If you don't think the advocacy efforts are good enough, please
come up with something concrete, propose it on -advocacy, and
see if you can get volunteers to sign on to help.
