In the U.S., a subpoena is a court order.  In the case of the FBI, it
would have to be signed by a Federal Judge with jurisdiction over the
case.  On the other hand, I'm led to believe (by remote social
acquaintances who are FBI agents) that Federal Judges give FBI agents
signed blank subpoenas and search warrants like candy.
