Rev 1.54 is not related to PAM (something about ^C), it fix suspend + fg.
I.e. for tcsh:

a) with 1.54 "suspend + fg" works, "stop $$ + fg" not works.
b) without 1.54 vice versa, "suspend + fg" not works, "stop $$ + fg" works

Where is the real bug?
