Currently the Dutch project, had generated placeholders like the German project does. <sect1> <title>* <translated title></title> <para></para> </sect1> Where the para thingy's are only used when the section does not have subsections (for example if a sect1 has a sect2 and no sect3, there will be a <para></para> in the sect2 statement). But as we continue with this, it seems logically to me that we do that all in the same way, so there can be a topic then that says: All untranslated chapters are marked as (whatever we decide).
