Yes.  Actually, it usually get updated more than once an hour.

No.  At least not unless you know what you're doing (and then you
wouldn't have to ask the question ;-)

Read this mailing-list and find out when it is good to upgrade.

If you subscribe to the cvs-all mailing list, it will.  There's
usually between 50 and 100 messages a day.

'Important' changes are likely to be announced to
FreeBSD-current@FreeBSD.ORG with a subject line containing 'Heads
up!', 'Keep off!' or similar.  These usually indicate something that
can eat your system for breakfast if you don't know about it.
