I am not quite sure this sentence is fully correct.
"latine" should be written "Latine"; "viditur" should be "videtur" (video, es,
[...], ere).
BTW, the Indicative ("dictum est") is normal here, and is generally more
frequent -- cf "quisquis es", "quisquis ille est", etc.

Conformatio sententiarum permanet, quibuscumque verbis uti velis (Cic.).
Nihil dico amplius :-)
