Probably impacts a significant fraction of the user base. 2. requires you to update your configuration only if you are using sendmail_enable=NO *but* need Sendmail to send mail out anyway. I guess it should impact far less users than 1. Not changing anything requires anyone not using Sendmail as his MTA to learn about Sendmail 8.12 internals in order to disable it completely.
