As I already noted, that wasn't a "fix" judging by all the subsequent failure reports. It doesn't do much good for fsck to work if the user can't even install the OS in the first place. rev 1.22 was a pessimisation from a functionality standpoint and a most unwelcome discovery just 4 hours after the release went out.
