To be sure I understand your use case: you want to have a working area larger than the displayed area, and to reach the hidden content, you move the cursor against the screen border and the displayed area shifts. If I'm correct, I believe you can achieve this by using xrandr (x11/xrandr) and its --panning option. xrandr(1) allows to change the configuration at runtime; no need to modify your xorg.conf file.
