Xircom) uses self-destructing packaging (so you can't return it in resaleable condition), or because it's integrated into your device and can't be removed, or because you've purchased it as part of a non-seperable bundle. My main point is that there is absolutely no meaning in complaining about lousy whatever if you aren't prepared to let the supplier know about it in a way he cares about. If it is a non-separable part of a package, return the whole package. If the supplier won't take it back for whatever reason, tell him politely that neither you, your company or your grandmother will buy anything from him again ever and throw the thing away. If you aren't prepared to return it (to the dustbin if necessary), just don't complain about it.
