"they"?  IMHO, dump is many times better than tar for taking a good copy
of a filesystem that not only has the data but that also puts the
filesystem in the same state when you restore from tape.  dump works at a
lower level than tar, so it knows more about the filesystem so it does a
better job of replicating it.
