answer is "some people are working on it".

Well - it has been discussed (especially on netbsd-tech, and
sometimes in pretty harsh terms), and it is the road that
is seemingly followed, according to the recent commits in the
KAME tree. See for instance the changelog for July 10 at
<http://orange.kame.net/dev/cvsweb.cgi/kame/kame/sys/altq/altq_cbq.c>.
