The problem existed even with a blank rule file. Like I said initially, I played with the thing for some time. I didn't plug in the kernel values, watch it fail, and then throw up my hands. I played with my config for weeks before deciding to move on. It definitely had some thing to do with my ISP and stuff I simply had no control over.
