If the answer is always "don't use the quarterly packages but create 
your own, then why have them at all?"

Think about it.. Every three months we spend time adding bug fixes and 
stability fixes to a branch.
then just as it's getting good..    we delete all the pkgs.  It makes 
no sense at all.
