I suppose DEVFS will really fix that problem; if the lkd has some
mechanism to request a major number out of a pool set aside for the
purpose, and DEVFS could make it visible.

Sure, but it is separately maintained - that is the point. We do not have
or need its code in the kernel, it is an LKM written by "outsiders" IIRC.
