The short answer is you need to build your kernel with the the options
MD_ROOT, MD_ROOT_SIZE, and MFS. Then build a filesystem in a file using
/dev/vn#, then copy the filesystem image into your kernel binary using
/usr/src/release/write_mfs_in_kernel.c.

You might what to take a look at http://thewall.sourceforge.net , it's a set
of configuration trees for PicoBSD for creating firewalls. There are trees
for the net4501 and generic PCs.

An excellent PicoBSD FAQ is available @
http://www.cse.ucsc.edu/~brucem/pico_notes.htm.
