READ THE THREAD!!!! Brian Cully is the one who suggested moving make.conf to a man page, NOT ME!! My original commit was to simply tag on a make.conf.local check onto the end of make.conf, and when it was pointed out that it would be better placed in sys.mk, I said 'fine'.
