That's a misconception. -CURRENT will eventually become -STABLE, so it's important that -CURRENT not be radically different from -STABLE. A new point-zero release is a good opportunity to change things that shouldn't be changed in an established branch, but doesn't give one carte blanche to make changes that make the transition from 4.x to 5.x even more difficult.
