Yes yes.  But that's not the point.  What we needed were not "rules"
so much as the kind of "corporate culture" necessary to follow them.
It's all well and good to say things like "NO NEW CODE ..." but it
still doesn't mean that everyone's lined up behind the whole concept
of WHY the release is happening, when it needs to happen and HOW
