I've used USR modems for a number of years.  Just about anything sold
by this stinking industry is sold before it's finished, no matter who
the company is.  Have you used USR's modem wizard to upgrade the
firmware ??  Some Sportster's have a flash bios, and some don't,
depends on the model.  Also, check to see what's at the other end. 
Could be another modem that needs a firmware update.  Being the odd man
out isn't proof of being the "bad" guy.  I currently use a USR 56K that
didn't connect at very high rates until USR issued the V90 upgrade. 
Now I connect at 44-46K most of the time, which is pretty good for
POTS.
