A decent self respecting one should. =P I know paralynx in Vancouver does, at least. I am in Seattle, and use bigben at the University of Washington as my primary as it is a Stratum 1 USNO GPS Server. That is about as accurate and authoritative as they get. bigben.cac.washington.edu (CNAME ntp-uw.usno.navy.mil) Location: University of Washington, Seattle, Washington Synchronization: NTP V3 primary (TrueTime GPS-VME) Access Policy: open access for stratum 2 servers and UW clients, others by arrangement There are quite a few Stratum 1 servers in Saskatchewan, and at least some have open access policies. There is another Stratum 1 server you might try if you have Stratum 2 status; it would be fun for shits and giggles.
